Post tty throttle & unthrottle

Hallo

I am writting a small TTY driver, and now I am implementing the software/hardware flow control part. A couple of questions...

can the functions: "throttle & unthrottle" be used to assert/deassert RTS line and/or send XON/XOFF as well?

How does the tty core handle the flow control?
