Socket doesn't time out. (PHP)

Hi. Using PHP, I've opened an XML socket on a higher-that-1024 port and it won't time out and I cannot close it. Even if I restart apache or totally stop apache it stays open because it's been opened on a higher port than apache controls. It's cool that it just stays perpetually open, but I'm not really finished developing it yet, and I can't reuse that port.

Does someone know how to kick that process off that port?
