IMO it would help to really study some good kde/Qt tutorial, apart from learning C++ if you need to.

For Qt, there's two tutorials. About two years ago I did the first one and I liked it. If you installed Qt, they are probably on your harddisk. Anyways, here are their URL's for Qt v3.2.1:

Try reading about the /proc filesystem for making such a program. There's "man proc" which has quite a lot of information.
