RTP packet with mp3 data from helix server


Hi, I am receiving RTP packet containing mp3 frame data from helix server. Each RTP packet's data starts with MP3 frame's header (0xFF 0xFB ..). But I noticed that these packets does not contain 1 complete mp3 frame data and remaining data of this mp3 frame is present in the next RTP packet and this remaining data is present somewhere in the middle on rtp packet data.
Can someone please tell us the RFCs (or algorithm) used by Helix server to put the mp3 frames in the RTP packets and how can reconstruct the complete MP3 frames from these RTP packets? Which RFCs I should refer to understand this?
Since each frames is dependent on the next frames so what should I do in case of some packet loss?
Can you please suggest the right mailing list to post this message.
