they dont really go hand in hand, when learning gtk you would be expected to have some prior knowledge of C/C++.
its difficult to advise your first language. I decided to dive in head first and got a book on C++. I read it twice, but i never really understood it fully. It was that though which made me interested in learning other languages and looking further into Linux, and after having had more programming experience im far more comfortable with the concepts in C/C++ now.
Im actually writing a tutorial on C++ right now, which i will soon be uploading to
www.totalformat.com. I plan to add more regarding Linux Programming and QT development, but that will take some time. For that site im basically in charge of everything Linux and Open Source, so iv a fair bit to learn
BASH scripting is definitely a good place to start if you want to learn more about Linux as well as some programming concepts. After getting your feet wet you may like to try something like Python or Perl (Perl is a glue language to *nix, so it will improve your *nix skills further. I dont like the language much myself though)
Or you may want to have a look into something more like Java or C/C++. As you understand the programming concepts youl find it much much easier to pick up other languages
