Ncurses-like primitives that can be used on the CLI?


Are there any programs/packages that leverage the ncurses library (or similar) functionality, that can be called from the cli/bash? For instance, if I wanted to write text at a specific location and color, or fill an area of the terminal with a certain character from bash without actually coding the ansi myself?

tput basically uses ANSI commands without needing to code them yourself but it isn't a complete command set.
