HOWTO download an url with css?

I am interested in writing scripts that use various information from websites. Many of them uses css and when I download a specific url, I often get a message that I downloaded an outdated page. I guess it uses information from cookies.

How do I extract information from these websites? The feature is not yet in wget. Can I use some other command line tool, ruby or other?
