How to do amr encoding and decoding

Hi,
Iam working on writing an amr encoder and decoder for linux. I have to record audio using alsa driver and encode it to amr and send it across the network. i also have to receive an amr packet from the network decode it and play it. I have got the source from 3gpp website and also the encoding and decoding algorithms. i still have problems with encoding and decoding. Thesample encoder and decoder from the 3gpp website for linux had some issues the decoded output was always noisy. This is the same result if i try to write the decoder for my apllication. If any one has worked on these lines or know anything that wud help please let me know.

Regards,
S.Suresh Stephen
