Folder watching in C/C++ or maybe Ruby

Hi,

I am making a FTP view in Ruby on Rails and I thought that instead of having the webserver scan the FTP everytime someone loads the webpage I would use an external tool to watch the local folder (yes, the ftp is located on the same server) and make sure it is in sync with the database.

So my questions is: what's the best practice to use when making a folder-watching-program? Does Linux has some signaling system that I can use?
