"users.allow" and "users.deny": under what directory, in Mandriva?

Can anyone tell me where to put the "users.allow" or "users.deny" files in Mandrake / Mandriva? The file doesn't exist by default, and I can't figure out how to limit logins to certain users. I experimented with putting a "users.deny" file under /etc/, but it didn't work. I don't know where to find documentation, since neither "man users.allow" nor "man login" works.
