Oy vey, the default GNOME install/theme comes with a top bar (called 'Menu Bar', I believe), which contains the following entries
Applications (main applications menu item)
Places ('Locations' menu item)
Actions (actions like 'Log Out', 'Lock Screen', etc).
... and the system notification area, date and mixer applet.
If for some reason you don't have this panel, you can add it by right clicking on any area of your panel (like a blank area or applet handle), adding a new panel from the 'New Panel' item, setting it to be at the top of the screen, then right clicking on the new bar, going to the 'Add to Panel' menu and adding 'Menu Bar').
This will add the Applications, Locations and Actions menus to the bar (you can move the group around to where you want it), and you can then unlock and move any other items from your bottom bar, or add any other items you might happen to want.
