permission for /mnt/cdrom

i am using mandrake 10.0
i have some trouble im reading the cdrom.
root only can view the content of the cdrom

normal user doesnot read the cdrom.

the error was. "the file or folder /mnt/cdrom does not exist"

so i set the permission like that.....

#chmod -R a+rwx /mnt/cdrom

at that time it is okay...
but when i restart the system.

i can not read the cdrom.........again same problem...

so how to set the permission so that all the users can read.

i have mounted all the windows drives under /mnt.

please help me..
