Not that I've ever found. OCR is one of Linux' big remaining weaknesses. Most of the Free stuff is western-alphabet only, and even then they don't seem to read very well unless the input is just right.
There may possibly be a commercial app or two out there, only distributed/advertised in Japan, say, but I haven't yet come across any myself, in spite of my occasional searches.
The only thing I've been able to do is get a couple of Japanese-language OCR programs for Windows running under wine. The software that came with my new Epson scanner was a no-go, since it integrates to closely with the Windows driver, but the OCR program that came with my old Canon scanner (about 5 years old now) works pretty well for me.
