mandriva 2006 gcc permission denied

I have mandriva 2006, and a few programs such as gcc, g++ can only be executed by "root" the the group "ctools"
>ll gcc
lrwxrwxrwx  1 root root 21 Dec 19  2005 gcc -> /etc/alternatives/gcc*

>ll /etc/alternatives/gcc
lrwxrwxrwx  1 root root 18 Dec 19  2005 /etc/alternatives/gcc -> /usr/bin/gcc-4.0.1*

>ll /usr/bin/gcc-4.0.1*
-rwxr-x---  1 root ctools 110344 Sep  7  2005 /usr/bin/gcc-4.0.1*
An easy fix would be to open up the permisions of gcc, any reason why I should not be doing that ? Why did mandriva close permissions of gcc, g++ ???

AFAIK the reason is that rootkits or anybody taking
over your pc would be delighted to be able to compile
its own nasties. If only a user is compromised, well no access to gcc
is then a good thing
