I have found it to be quite an improvement. KDE in particular is far snappier and more responsive. It also has a much newer version of Gimp Print which solved an Epson C64 problem I had. Obviously many of the packages are updated, too. Watch out for lots of bugfixes the first time you run an update - to be expected, I suppose.
Mandrake 10.0 is really a good improvement over 9.2. If you are using KDE, you will be please with the new 3.2 version. If you are using Gnome, then there is not much new as far as Desktop goes... The menus are better, there are some new tools that are very nice and, in general, the OS is faster than before.
However, Mandrake 10.0 is not production-stable. So, it is possible that you may encounter problems... There are a lot of bugs already entered in bugzilla! Of course, these bugs are not all show-stopper, but if you get some of them, you may be not very happy.
Should you decide to install Mandrake 10.0, make sure to configure the Mandrake Update tools and installs all the patches already available. How much patches? Well, not far from about 1 CD (450-500Mb)...
