Funky Monitor Issue

I have a Dell UltraScan 1000HS (17") monitor. Everytime I turn on my computer the image on the monitor is skewed (not centered, or too big). I change the settings on my monitor's front panel so everything looks good (ie. Width = 60, Height = 50). Once I restart my computer the image looks bad again. The strange thing is that the monitor is keeping it's settings (ie. Width = 60, Height = 50). I then need to tweak the settings (ie. Width = 65, Height = 45). I am using a generic monitor driver. My resolution is 1280 x 1024. My refresh rate is 78Hz. Initally I thought this was a hardware problem, but when I had Windows XP installed it works fine. Another strange thing is that I have used the exact same model monitor on my Linux machine without a problem (my old monitor's video cable broke so I purchased the same model). The only thing I can think of is to install the NVidia drivers (I am using the default drivers right now). Does anyone else have any ideas?

I find changing my refresh rates solves most monitor issues. However this dell monitor im using now use to 'snow' vertically when it was turned on before win98 came up, but it hasn't done that in a long time , cause unknown.

I agree that the "snow" issue would be due to a refresh rate. I do not believe my monitor issue has anything to do with it's refresh rate. Does anybody have any idea what is causing this?
