That is a feature, not a bug. There is no "
Quick Reply" input box because the thread has been unreplied for an extended time period.
For the attentive, there is a "
Post Reply" button which will provide the input box, along with the following informative message:

The point of this feature is, apparently, to promote thoughtful replies and to discourage others.
