Allow new users to post url in problem

Trying to post my problem in the Linux->Networking forum without any url's illustrating what I have going on really was a pain. I understand the need to prevent spammers from coming in and destroying the community, so why not limit the use of "url tags" until the user has sufficient posts. That way, when someone wants to put double-you double-you double-you dot foo dot com in a post without a link they can.
