If you have no telephone lines or cable, then you will want full wireless internet access. For this, you talk to an ISP. Full wireless internet is usually quite expensive - you won't get away without paying something on a regular basis.
The dell inspiron range have standard size slots pcmcia cards in the side - I cannot see how a card cannot fit: they are all the same size. It is not unusual for cards to be too long - so long as they reach the contacts at the back of the slot, they will work fine. It is very unusual for cards to be too wide - normally there is some barrier in the slot that has to be removed before cards can be fitted though. It is very unusual for cards to be too short, so they don't reach the contacts... these could be pushed further into the slot with some other object so that it meets the contacts.
Another option is to use an external wireless router which you use with your ethernet port (or ordinary wifi). This is an expensive option to set up but easy to use.
However - it will help me understand exactly what you are trying to do if you tell me which card you have already tried and what for. Ideally, point me to a web page advertising your card. Probably I will be able to point you to another one that will work for you.
I see the inspiron B130 is not in the HCL - perhaps you could create an entry?

the card I bought on best buy was called LYnksys-g

Dell support said my insoiron B130 is already built
with a mireless modem inside.
the pmci door on the left side is technically shorter
than the normal dell ones - the right internal part is shorter -
I guess it works with the "Mini express card " ,
just hope cingular have it and it works fine
ill pay 60$ /mo even if I just use my laptop at home
and I dont travel with it
