What are you exactly trying to do? Question a bit vague and confusing.
You have verizon DSL?
Which modem did you get?
Have you setup the DSL using a windows machine first? Not if required. Just setup one for a customer but using windows with the installtion CD.
If setup before and using a westel 6100 modem then the settings for Linux directly connected to the machine would be a DHCP setup not static IP.
Turn off DHCP server on the machine if it is running. It can confusing those cheap modems they provide.
They easier way to setup this up is to use a Windows machine and the install CD. Once done get one of those store bought routers and setup the wan side as DHCP not PPPOE. Turn off the DHCP server on the lan side of the router. Set it to say 192.168.0.1 and then set the IP on the machines as static IP like 192.168.0.100, Gateway 192.168.0.1, sunbet 255.255.255.0, DNS 192.168.0.1
May be confusing but may be able to help better if we know exact details of what you are trying to do. And also the hardware involved.
