issue is resolved
i decided to boot windows to see if it could turn on my card
it didn't at first but when i opened up the connection manager it told me to hit Fn+F2 to turn my card back, because those are the keys to do for my laptop
i remember hitting it while i was running linux, i didn't think it would do anything since i hadn't configured anything for that button
anyway i did it and rebooted slackware and now everything is fine
i wonder why iwconfig can't turn it back on though

hope this helps someone
