I'm not running 9.04, but on 8.04 I installed
vnc4-common and
vnc4-server
Then you'll have to do some minor configuring of vnc so it starts the desktop you want. In my case (KDE3) I made
~/.vnc/xstartup read like this:

X has to be running on your server for it to be able to export the display to another computer. If X isn't running on your server, then there is nothing to make requests to your remote vnc client to render windows, backgrounds etc.
If you don't want to have X running, then I don't think this will work for you.
Perhaps you need to realise that you can run X on your server without a monitor attached to your server: It is just a process, and doesn't
need a locally connected screen, although this might be useful to help you get it all set up, and debugged in the first place.
