I just tried to install the CVS i downloaded and i get this error:

You probably want to review the file, though.

I got mandrake 10.0 and the newest winex CVS and i dont know what kernel i got.
Does anyone Knows the to do?

Do you have root privileges? You need it.
If yes, and it is still not working, check privileges of programs/regapi/regapi
Root should be owner, and be able to read,write and execute regapi
