Window Maker Applet Problems

I am having problems trying to set-out my applets on my Window Maker screen.

Some position themselves fixed in one position as a 'Docked App'. They cannot be moved and no properties can be adjusted.
Others can be dragged and set anywhere on the screen.

I have tried re-writing part of the GNUstep/Defaults/WMState file, but they still seem to have a mind of their own. How do I set the position of the applets?
