What is nroff?

Dumb question but what is nroff? I get this error when I try and compile qmail on 2.4.24

root@daisy:/usr/src/qmail/qmail-1.03# make man
nroff -man qmail-local.8 > qmail-local.0
/bin/sh: line 1: nroff: command not found
make: *** [qmail-local.0] Error 127
root@daisy:/usr/src/qmail/qmail-1.03#

It's a help file format that I believe man uses. You should be able to find nroff on freshmeat.net or on your installation CD.
