CTRL-C doesn't work for me. It just jumps down to the next line and continues the download. I suppose I could kill the process, but is there any more elegant solution?

ctrl-c will accomplish pretty much the same thing as kill-9. More elegent? delete the temp files and partially downloaded files after you kill -9 the process. Beyond that not much, unless you're partial to GUI solutions in which case you could use KDE's task manager (KDE System Guard) but you will still want to clean up the partial download.
