Well, if you mean a tool to update your website with new content (as was previously mentioned) there's also Mozilla Composer. Just like in Front Page, you can use Composer to "Publish" your changes. It's a minor hassle to setup at first, but I guess if you do a lot of changes (or don't want to use FTP for some reason) then it's somewhat useful.
Anyhow, "website submitter" is really vague, and if you mean search engine software, why not just use the google toolbar in Mozilla or "gg:" in Konqueror, etc.?
I noticed that majority of "linux people" need an explanation of what a website submitter is... I had high hopes that something so extremely popular and well known would have a linux equivalent. I spend heaps of time trying to find any kind of submitter for linux and nothing like this seems to exist (url submitter, article submitter, website submitter). How come???? What exactly do Linux enthusiasts do to promote their websites? Manual submission can lead only to malnutrition but not business growth. One would have to spend months banging at a keyboard to appear on sixtieth page of Google.
Does anyone know if a website submitter for Linux does exist?
