I suggest also looking at SFTP, which may suit your needs. This is much more secure than any normal FTP server, as it uses SSH to encrypt all data transfer. FTP uses plain text for everything including passwords. It is also much easier to set up.
However, if you require Anonymous FTP or Public FTP access, then you need normal FTP. Either Proftpd or Vsftpd will work fine.
I don't know about other distros, but Debian's installation of vsftpd is so quick and easy that it's hard to choose anything else. I only allow ftp activity behind my firewall, so web security is not really something I've had to investigate. When Debian's vsftpd installation is complete, the server is up and running anonymous FTP. The entire installation and initialization process (with broadband) takes about two minutes.
