Just checked and the file is downloadable. What source did you use for plf-nonfree? Check in /etc/urpmi/urpmi.cfg
You may need to do do a urpmi.removemedia plf-nonfree and urpmi.removemedia plf-free and then add working plf mirrors. If you set up urpmi sources some time ago, note that plf split their packages into plf-free and plf-nonfree recently so you'll need to remove the old plf source and add the new ones.
I have done all of the commands that you have given me, and I am still getting the same error messages. I tried downloading the codecs and I am getting the mesage codecs already installed. The source I would have used for the mirrors is contrib http://carroll.aset.psu.edu/pub/linu.../media/contrib { update_source ftp://mirrors.xmission.com/mandrake/...2/main_updates { . These are the mirrors that I am using they cam withmy mandriva 2005 cd
Do you have a a bunch of files in /usr/lib/win32 ? I'm showing 129 here. If so, they are indeed already installed and Kaffeine should be able to see them.
Looks like you got a limited codec pack with one of the installed applications. Remove it and install the plf version.

rpm -e win32-codecs
urpmi win32-codecs
Edit: The plf version I linked to above contains 62 files, which should handle most tasks, but you may prefer to go to http://www.mplayerhq.hu/homepage/design7/codecs.html and extract the file ALL to /usr/lib/win32
