Well, you should be able to upgrade to the latest version the distribution provides simply by using your package manager.
If you really need the most recent version available (and your distro doesn't provide it yet), then you'll have to go to
winehq and install the packages they provide instead. Since Mint is based on Ubuntu, you should follow the instructions for that. Just choose the package for the Ubuntu version that your Mint is derived from.
And if you're
really serious about having the freshest code, then you need to download the latest development version and build it yourself from source.
