The most likely issue is that port 80 isn't accepting connections from your box. You would need to check the web service settings on the Win 7 box. You might also want to ensure that on the Win 7 side there are no software firewalls that could be blocking the traffic. I am not familiar enough with Windows web services or really windows in general to be able to walk you through the windows side though I am sure you can find the information that you need out on the web.
You might also do some troubleshooting by taking a packet capture and analyzing with Wireshark. You could run the following from your Ubuntu box to capture the traffic of the communication to port 80 "tcpdump -n dst port 23"
and the error I get is:- curl: (7) Failed connect to 192.168.0.10:80; Connection timed out However a ping to that PC works fine.
am I doing something wrong or is the webservice at fault?
Are you able to access the url in browser?
Can you able to open it with same IP using browser?
If you are facing same problem in browser, it is in loading status and gives connection time out error, it means either firewall is preventing to open it or you are in another LAN and you can't access this url without shifting in that LAN.

Thank you. I have resolved the Windows 7 issues, which were exactly as suggested and now to learn to program the linux client side of this scenario.
As the application eventually needs to run from a Raspberry Pi the goal is an application written in C but until I get my mind around what needs doing I am short term going with PHP.
I don't want to get into the compile, link, test loop until I know what I am doing.
