Are you dual-booting with Windows? If so, you need to have the hardware time setting ("System uses UTC") turned off, since Windows doesn't alow UTC, and automatically (re)sets your clock when your Internet connection to Windows is active.
some googling would show that Microsoft sets the hardware clock to your LOCAL time zone
then converts it to ut for posting on forums , this only " sort of works" and dose not work well
Nix sets the clock to UT then converts it to local time to display on the desktop
and posts ut time to forums ( this works MUCH better )
unfortunately MS dose NOT PLAY NICE with this .So you are STUCK using the " less better" solution of using Microsoft to set the hardware clock and telling linux to use THAT method
in windows turn ON " set time from network "
and in linux TURN OFF the "set time from network "
