To what? Binary rpms? I don't know about src.rpms, but for tar balls you compile them then get checkinstall and use it to turn them into rpms. Example:
tar xzf whatever-1.0.tar.gz use xjf instead of xzf for bz2
cd whatever-1.0
./configure
make
checkinstall make install
The checkinstall will then turn it into an rpm and install it.
