system clock wrong after reboot

running centos 4.4. when i reboot the system, 'hwclock --show' returns the correct time but 'date' does not. How do i fix it so the system has the correct time on reboot?

i run

Code:
/usr/sbin/ntpdate  ntp.ubuntulinux.org time.apple.com; /sbin/hwclock --systohc
every sunday.

/etc/adjtime has:
0.000000 1172426207 0.000000
1172426207
LOCAL

/etc/sysconfig/clock:
ZONE="America/Phoenix"
UTC=false
ARC=false

You can add that to your /etc/rc.d/rc.local. Alternatively, you can start the ntp service, which you can configure with system-config-date.

/etc/rc.d/rc.local is an option but I forgot to mention that I have a 2nd system (test box) that does not have this issue on reboot.

the only difference I have been able to find relating to clocks is the test box has an actual file for /etc/localtime while the box with the problem has /etc/rc.d/rc.local sym link to /usr/share/zoneinfo/US/Arizona
