sshd, server refused to allocate pty

well sshd is running on my netwosix linux distro, but everytime i try to connect i can't get this error: "server refused to allocate pty"

i configured sshd with this command:
./configure --with-md5-passwords --with-tcp-wrappers

then the make, make install

did i miss something here? btw my kernel uses devfs maybe that has something to do with it?

and do i have to install PAM?

connecting from a win xp to a linux netwosix (2.6.4 kernel)

any help would appreciated, thank you..

also in /var/log/auth i read:

error: openpty: No suck file or directory
error: session_pty_req: session 0 alloc failed
