Squid 3 near 100% cpu usage and high RAM usage

Hello all!
I had used Squid a few years ago and recently reinstalled it on a ubuntu based EC2 server. Attached is my config file. When I start squid is jumps to around 30% cpu and will grow. If I use the proxy it just to between 70 and 90% cpu and 10% ram.

If I kill log_file_daemon the ram usage goes down for a short time and the cpu also drops for a few seconds. When it goes up around 90% cpu usage I can barely use the ssh to turn off squid.

I appreciate all help in advance.

Talking resources

you probably need to add another cpu then. You never listed what cpu you have, it could be a 400MHz cpu?
