smbpasswd & smbd accounts problem

Search is broken for me so I hope this hasn't been asked. I have a startup script that adds all user accounts in all protocols, samba included. Then later on another script runs smbd & nmbd. This all happens without returning any errors and the smbpasswd file gets populated correctly.
The problem happens when someone tries to log in to samba from another computer, it will not accept any account.
I can get it to work by adding all the user accounts again (re-running the initial script) - this time smbd is running and it fixes all the problems. The smbpasswd file does not change at all.
So I'm after any little trick that I might be overlooking. The manual for smbpasswd says if run as root (which I do in both instances) it ONLY affects the smbpasswd file and smbd does not need to be running, but if that were the case it would work from the word go. It's not really possible for me to change the order around. Any ideas?
