On the remote server, "sshd" has to be running, and its configuration file has to point to the correct location of the "sftp-server" program. My ssh config file is /usr/local/etc/sshd_config, which contains the line "Subsystem sftp /usr/local/libexec/sftp-server", and that's where "sftp-server" actually is. It's the remote server that has to be able to find "sftp-server", not your client system.
