Sendmail configuration

I am setting up a sendmail server with a smart host. I have it up and working, but local mail is going to the smart host. In my sendmail.mc file, I have:
LOCAL_NET_CONFIG
# This rule ensures that all local mail is delivered using the # smtp transport, everything else will go via the smart host.
R$* < @ $* .$m. > $* $#smtp $@ $2.$m. $: $1 < @ $2.$m. > $3
define(`SMART_HOST', `mail.domain.com')dnl
When I send local mail, it goes out to the smart host, and back in, and eventually gets delivered, so I am thinking that incoming mail is routed correctly, but outgoing mail is going to the smart host, in spite of the local_net config rule. Any suggestions or troubleshooting techniques would be appreciated.
