I am trying to launch a setup.exe with wine, but it complains there is already another setup running or not completed. What is happening?

That unfortunately doesn't say why it is failing.

First check that you have the newest version of wine (things change very quickly, note that on occasion they have lots of regression, so you might be better off using a version that's known to work with Photoshop CS).

By the way the appdb is a great resource.

Run wine with warnings enabled and then post the results, that would give a clue as to what's going on exactly.

Error -5011 is an install shield error, not a wine error. What it actually means is.. well.. odd. There are whole forums devoted to these -5000 errors, see the installshield community page for more information. The error is most likely triggered by wine being unable to find a dll file.
