Bit hard to figure out what's wrong with the information you have supplied, or their lack of. However, have you tried upgrading blender since you upgraded ubuntu? Might be some driver or some interpreter changed slightly and it's not using the x11 display properly... or just a python script that became broken during an upgrade... very hard to tell. Might be worth just re-installing blender if it's been left fairly clean/unmodified.
I think I might be having a similar issue in Jaunty. Blender launches fine, but the screen doesn't refresh causing streaking in the windows and even after exiting blender, I need to move other windows around the desktop to clear off the Blender graphics.
