Problem with sudo


I have some problem using sudo,

here is the content of /etc/sudoers :
ticho    machine= NOPASSWD: /usr/local/apache2/bin/apachectl
In fact, i would like ticho to be able to launch apache, but when i type sudo apachectl start, i've got this error :
Sorry, user ticho is not allowed to execute '/usr/local/apache2/bin/apachectl start' as root on ticho.
