Problem installing xbru and Tcl/tk

I am installing xbru from the Tolis group and I am getting an error message when I run the installX script.
ERROR: tclsh not found. If Tcl/TK is installed on your system please export TCLSH to point to the location of the tclsh executable and rerun the installX installation script.

I have installed ActiveTCL to no avail. Does anyone know what the error message means?? I am starting to run in circles trying to resolve this problem. Any help would be great.

(gary) ~ $ which tclsh
/usr/bin/tclsh
(03:48pm:10/14/05)
(gary) ~ $ ls -l /usr/bin/tclsh
lrwxrwxrwx 1 root root 8 2005-01-19 01:16 /usr/bin/tclsh -> tclsh8.4

it's a symbolic link to tclsh<version>
