Since many cameras use Motion JPEG as their sole codec, can someone point me in the direction of software which can "improve" the output of this lossy codec?
For example, these researchers in 2007 developed algorithms designed to "improve" the output of video encoded with MJPEG:

Has any freely available software incorporated these algorithms if legal to do so? Otherwise, can someone point me to OTHER software which can still "improve" the output of MJPEG, especially reducing the blocking? Until manufacturers of cameras begin using "better" codecs, (VP8 ?), I have several cameras that could certainly use advanced techniques to "improve" output AFTER the initial recording occurs.
