Even LibreOffice (LO) Writer can do that for some well formed PDF files.

libreoffice and pdf editing is hard and risky. even in latex/tex/xetex, pdf editing would be wiser.

Foxit Reader can add comments to PDF files as can Okular, but I find that Foxit has a more options as to how comment on the PDF.
I use PDF character sheets for various RPG games and use the comment features to 'write' on the charter sheet. Foxit is not open, but does have free to use Linux version.

With that said, some PDFs work better in Okular and some in Foxit if they have form fallible fields, just depends on how they were made and what features were baked into them. Some complex PDF files will only allow their full features to be used with Adobe's horrible application.
