I know is isn't strictly a linux related question, but I'm running Oracle 10gR2 on an RHEL server, and one of the components is Oracle Enterprise Manager, which is a web-based GUI for managing the database. OEM is supposed to listen on port 1158, using TCP. After starting the OEM console on our server, the only protocol listening is UDP on port 1158, and our browsers can't connect.
I've found the following doc:

and while our settings match what the defaults are, it doesn't specify why our server might be listening on UDP instead of TCP. Has anyone had any experience with this, and if so, how could this have happened?
