volume adjustment without converting mpa to wav?

I'm new here, but I've gotten lots of help from posts here in the past. This one I can't seem to find a good answer for however..
I'm making some SVCDs from a bunch of DivX files using the transcode package.
The conversion is no problem, but the audio is far too quiet.
Here's my transcode line:
transcode -i "foo.avi"
-x divx
-y mpeg2enc,mp2enc -E 44100 -F5,-S700 -w 1152 -b 128
-j -56,0 -X 0,0 -B 0,5
-o "foo_bar"
This leaves me with foo_bar.m2v and foo_bar.mpa
Currently, I'm using Audacity to adjust the gain +9.0dB, then I export to a .wav file, which I then re-encode to mpa with mp2enc. I then use tcmplex to recombine the streams into foo_bar.mpg, which works nicely in my DVD player.
I've got about 40 more files to go, and they each take a good hour and a half to encode, then I spend another 20-30 minutes fixing the audio.
Does anyone know of any tools I could use in a script to adjust the gain of the .mpa file directly without having to do the mpa -> wav + gain -> mpa conversion?
Alternatively, does anyone know of a good command-line tool to convert the mpa stream to wav? I've got a package called wavegain that should be able to adjust the gain easily, but I can't seem to find any good tools for exporting the mpa -> wav. Does any part of the transcode package have this capability?
I'd love to be able to save some time and effort by scripting this puppy out instead of editing the audio manually..
