more suse and apt trouble

I have been experiencing great difficulty installing apt and synaptic on one of our suse boxes. The dependencies and confilicts are unreal. I feel like ive tried everything.
I would appreciate any suggestions on how to approach this. Perhaps there is a package containing many of apts requisites that would help to get me started.

heres what im looking at:
suse:/tmp/root/server # rpm -ivh apt-0.5.5cnc5-0_24.90at.i386.rpm
error: failed dependencies:
bzip2-libs is needed by apt-0.5.5cnc5-0_24.90at
libapt-pkg = 0.5.5cnc5-0_24.90at is needed by apt-0.5.5cnc5-0_24.90at
