Unhappy mgetty login


I am installing a RH 9.0 OS and have everything pretty much working except for the dial-up modem. I can dial out (after spending many hours to discover I had a bad modem) but I can't get the system to let remote users to log in to my system. They get a login prompt but 4 out of 5 times (don't you hate intermittent problems?) but the system doesn't come back for the password unless they enter Control C (discovered that by accident). Any one ever hear of something like this? I know this sounds impossible but I can let you try it if you are interested in helping me.
