Making a file server in Mepis

Hi Guys! I wanted to make a file server. I want users to have their own storage but can be limited to let's say 1 GB. I want a centralized adding, deleting and editing of users on a single server. I'm thinking maybe LDAP can handle the managing of accounts. My problem is that in Mepis, when you add a user using "useradd" you have to make their own home directory in /home. Which I think is really irritating. Afterwards, you need to add a user by issuing the command "smbuseradd". Well, can someone help me out and make me start on something. And if possible, I want a roaming service for everyone since most of them are using Microsoft. I heard that a Linux can be a NT Domain Controller.
